That fuse supplies constant power to most of the instrument panel electrical center which includes the BCM. BCM is the last to go to sleep and stays up for the whole 20 minutes if a door is open or something like that. The nominal draw should be between 15 and 20 miliamps for the whole car after 20 minutes of inactivity.
