See if you can read the manufacturer HW number on both CIM's.
I learned that if the CIM has been updated to the latest numbers I cannot Add CIM using an older Tech 2 version card like 136.000. I had to plop a 147.000 card in the Tech 2.
CIM version 12821667 too new and need a newer Tech 2 card for Add. 12771797 still work with older Tech 2 cards.
But using a newer card in the Tech 2 limits you in other ways to get security access if you for instance want to add a key. Then it asks you to get security access and when you have gotten it and plug the Tech 2 back to the car, it asks you again and again and again. So you have to go back to an older Tech 2 card for keys and some other stuff. You never know from time to time and which module is going to give you headache.
You didn't say which TIS 2000 version you have. It is a difference between the 2008-1 and the 2008-2. 2008-2 do away with the Pass through option which was very handy when doing SPS since it's quicker.
But also, the security access feature and what card you use in the Tech 2 differs if the program feels like giving you access or not.
That's why I specifically asked which Tech 2 version and TIS 2000 version was used
