Almost always the blower is bad. What I've seen occur is the weatherproofing tape around the cabin air filter box degrades and allows water that runs down the wind shield under the plastic cowl cover to get in to the blower and kill the electric motor. If you look at the very tip of the motor shaft where the fan presses on you will see rust.
Get some generic weather stripping at a hardware store and remove the box (it just clips in) and clean off the old tape, the reseal and install a new motor.
