Since that is the heatercore which have hot coolant circulating through at all times, it is no wonder the fluid dripping out is hot since it comes in contact with the heatercore.

But if the fluid is odor, taste and color less it is still most likely condensation water from the A/C evaporator (not condenser which is in front of the radiator).

I still can't say why it creates more water than the drain can deal with but you might have to dig further in there to see if it is dirt or so built up somewhere that makes the water take another route than straight out the drain pipe.
