Disconnected sensor and a loose wire. IS this right??

While changing the oil filter on my sister's '04 Arc 2.0T, I noticed this sensor unplugged. It's right next to the manifold pressure sensor, and looks like an atmospheric or barometric pressure sensor. I've looked and looked, but could not find any disconnected wires that would fit this sensor. I did find a two wire connector neatly gathered and zip tied to a hose next to the TCM. Any ideas on this sensor and unconnected, uncapped wire harness would be appreciated! Thanks! -Nathan
