After taking apart a couple of fuel level sensors (this one is from my wife's car) it seems that the moveable float arm (lower picture) with sensor fingers are wearing out.
Each sensor element is split into 5 tiny fingers and on the ones I have looked at, at least 3 or 4 of the fingers are shorter than the 5th and if you look at the black traces on opposite element (upper picture), you can see them going off the grid at full tank which could be a reason why the fuel gauge is flipping out when full and comes back to life when fuel level drop somewhat.
I heard about GM having a service bulletin out for their cars that if low cost gasoline had been used, it could build up oxidation on the fuel level sensor and by using GM's fuel injection cleaner in the tank it could correct the problem but I don't see how that would restore worn out parts.
Also, some of the cars I have seen have already been running on Chevron gas so I'm not sure how much worth it is to that service bulletin.
But that is certainly easier and cheaper to try first before replacing the fuel level sensor.
