There is security access Tis2000 software on ebay, and I bought the H7 Xenon kit from there as well. I do have another 9-3 with stock bulbs and after a 3m polish the lenses are still yellow and cloudy, some PIAA H7 SuperBright headlights made a big improvement. They claim 50% more bright using the same 55w output so I gave them a shot on my other 93 and they did make a nice improvement through the cloudy lens. This would be the easiest way for you to go but...
The xenons are far superior though and I would recommend it for you but the challenge will be the stock Hella mounting bracket for the bulb. If you don't have access to a Tech 2 you can order the xenon kits with "flashing/strobing cancel resistor packs".
Only final problem would be the low beam goes out when using high beam. I solved that by switching to EU market under the UEC.
