It becomes much more difficult now if you have confirmed that fuse 10 in dashboard fuse box is good.
Right at the fuse box, the wires to center outlet and luggage outlet splits up, so if you don't have power at any of the two, it means that two separate wires have issues right from fuse box and backwards.
I would double check that fuse again to make sure before you start to remove consoles and carpets to check the wiring.
