I cannot give you a straight answer.
First, the error codes that the Tech 2 screen show you are just about worthless unless you have access to the deepest vaults of former Saab or GM IT guys that created those "help" menus.
I don't think it has to do with an unmarried CIM since the Tech 2 would probably show a code for that if it was the case.
There are many versions of cracked hardware security dongles out there and some of them only allowed the SPS function to work but not Security access. I assume you know your way around hooking up the Tech 2 to car and then hook it to your PC to get security access form TIS2000?
There could also be a problem using 148.000 card since the last TIS2000 CD only goes up to 136.000 and after that it was all online from Tis2web.
And it also a possibility that the cloned Tech 2 or CANdi box is the problem since China is spitting them out by the thousands now and each cloner might have their own spin on doing things.
So the two options I have for you is to find a Saab shop that have the real deal Tech 2 and see if it works for them or sign up to Tis2web for one day and see if getting security access from there would allow your Tech 2 to work.
It is a handful to get access to Tis2web for the first time all depending on how your computer is set up and different programs loaded and such so you need to be patient and slowly work your way through their demands.
It took me a long time recently when I signed up for the first time.
