CEM on a Volvo is just one of many modules throughout the car even though sort of the main one. BCM, ECM, DIM, DEM and REM are other modules that I have seen and heard of going bad. Here you see what your Volvo might have.
Luckily, XeModex in Canada can rebuild many of the Volvo modules.
As far as the 9-3 goes, CIM and UEC would be the two closest that takes the place of the Volvo CEM and both of them are known to go bad so you are not safe if the stars are all lined up.
