Clear rtv silicone can be used or one of those plastic glue types, kind of what is used when building small plastic model planes.
It happens as these cars are getting older and I have had to glue a few here and there.
One even fell off by its self on a parts car I have sitting here.
On the old Volvo 200 and 700 series backup lens it was so common that they even came out with a replacement lens to glue in. Why it only happened to the clear backup lens and never on the red or orange lenses sitting next to it I have no clue.
