One of the worst diagnoses to make for several reasons.
Most of the A/C system components are out in the open and can be inspected by adding leak dye to the freon and use of black light but the evaporator is the last piece that cannot be easily inspected.
So you pretty much look all over the place at all the pieces you can see and if nothing shows up and the system is leaking, it is fairly safe to say the evaporator is the culprit but you won't know for sure until it is removed from car and inspected with the black light.
It is not that common it starts to leak but I have replaced a few over the years, mostly on higher mileage or 9-3 with more years but sometimes it is not the miles or years dictating this.
For instance, if you take an 05-07 Volvo (all models) the condenser start to leak very early on and it is all over the fascia of the condenser. It's like the aluminum tubes are rotting from the inside. Or on a Volvo 850/70 it was very common that the evaporator started to leak.
Saab haven't had that many evaporator problems and I have replaced more condensers on the 9-3 but not like an epidemic as on the Volvo's.
So if the shop has done due diligence and not been able to find a leak anywhere else, they might have to pull the evaporator out and inspect it on the bench and replace it.
