Are you plastic lenses fogged up? Are the projector lenses fogged up? Most early 9440 9-3s with both xenon and halogen bulbs need headlamp replacement. No matter what brand or color bulbs you stick in the housing, it cant properly project if the projector or lens is dirty. I constantly install new headlamps on customers vehicles to restore lighting on both halogen and xenon vehicles. Its the only sure bet way to get your forward lighting restored. The Chinese TYC and Depot lights are junk long term, stay away from those and buy Genuine Saab replacements. Secondly, you can check the internal headlamp wiring to see if the ground wire has melted. This could cause a high resistance and low bulb light output.
