It could be that the rubber seals in the steering rack are getting hard in the cold due to age.
When I bought my first SAAB, a used 92 C900S, back in the 90's, the first winter was one of the worst since the late 70's, and my steering rack started making groaning noises, chattering and operating erratically on severe cold days unless I let it idle for 15 minutes, even then it wasn't happy until fully warmed by some highway driving..
Local garage wanted to replace the rack, hoses and pump as they were "near the end of their life". The car was not more than 55,000 miles and four years old, he didn't drive it or even look under the hood.
On the advice of my Dad, I used a turkey baster to siphon out some PS fluid from the reservoir and topped it off with fresh fluid, repeated every day for a few days. The new fluid seemed to revitalize the seals in the rack and that car went on for eight years to 228,000 miles without ever having that problem again during winter.
If you do this, make sure you get the proper synthetic PS fluid, it's about $20 a quart. Regular PS fluid can damage the seals in the rack.
