In my book (US spec car) it is the driver seat belt latch.
With the Tech 2 it would have been possible to study the signal when inserting and removing the belt and confirm which side was glitching.
Even though it would be likely that the switch is bad, you still can't rule out the possibility of bad wiring from control module to latch back to control module.
That's where the money comes in when a shop fault trace a problem versus just swapping out parts.
