After posting my question here, I found a adamant statement on another saab board that it is plug and play with no tech2 required. I did find the following info:

"BUT MOST IMPORTANT THING AFTER YOU INSTALL THE THROTTLE BODY

... after you finish installing before you turn the car on and drive it away you MUST calibrate it with your pedal. if you dont after about 3 days or 50 miles you will start hitting limp home mode again you need to calibrate it so that when you push your gas pedal down or ( torque request pedal ) lol it is accurate with the response from the TB ... here is the procedure

1. Once your sitting in the car with your KEY IN HAND ( do not put it in the ignition just yet) ( and if its a manual push the clutch along with the gas pedal down ) fully depress the gas pedal down all the way to the floor to full throttle and hold it down at the floor , make sure its all the way down thats very important .

2. Now put the key in the ignition and turn it to the " ON " position do not start the car just yet, wait till your SID does its system check and displays the radio or whatever you have it set to display normally .

3 . START the car . the engine will not rev up like you think it would . it just will start up normally and make sure you dont lift off the pedal keep it fully down since step 1. once you start it let the car sit for 20 seconds or atleast until the RPMs fall down to the idle rpm

4. let off the gas pedal slowly . lift off the pedal completely bringing it all the way up until your foot is off the pedal completely .

5. let it idle for 20 more seconds without giving any gas. shut the car off and turn it back on normally and your done."

Anyway, I replaced my throttle body with a new one and it was probably the easiest repair that I've ever done to a car.
