Why did you install them when you saw they were too small?
The long term dangerous part of this is that the brake pad friction material is hanging "off the lip" of the rotor and as the pad wears down, that outer part is going to come in contact meeting up between the inner and outer pad reducing the brake efficiency.
The short term effect is also that you are not utilizing 100% of the friction material since part of it is off the rotor.
