At least for lock cylinders. I suppose it might be necessary for keys too since you really don't even have one complete key. You can ask if they will accept a Fax or an emailed pdf version of your title to save you at least one drive. I hand carried my official title to the Parts Counter of the local former Saab Dealer when ordering a new ignition cylinder for my '08 9-5. They made a copy, handed back the original, then ordered the cylinder. I didn't need any special paperwork when picking up the cylinder after it arrived.
