Steppers were going to be my suggestion - I had that exact problem on my Jaguar XJR with the fuel gauge. The typical scenario is that it would not return to zero with the key off, so when the key was next inserted it would climb *way* past Full. Sometimes, it would eventually go back to zero but very infrequently.
The stepper motor had failed, had BBA Reman rebuild it and it's been fine since (admittedly, only about a year).
It would be worth hooking up a Tech2 to run the gauge to ensure that isn't the issue, but it definitely sound like it is.
