Had a similar phenomenon in my XJR with the fuel gauge - it would stay wherever it was when the car was shut off, then move the right distance when it was turned back on. So, turning the car off with a 1/2 tank of fuel and then back on again would yield a full tank of gas. One more time and I'd have a tank and a half. Made the car very cheap to operate!
I found that by cycling the key quickly I could "bump" it down to 0 and then it would go back to normal operation for a short while. Invariably the free gas returned.
Sent the whole cluster to BBA Reman, who fixed it for a buck twenty or thereabouts. Been fine for a year now. I don't know whether the problem was the stepper, the circuit, or just the needle and I couldn't find any evidence of the repair. I also couldn't find anyone else who'd ever had the problem!
