With only one side of the pressure it is pretty hard to really tell anything. It could be overcharged or undercharged. It could be a failed compressor. If you are sure that the compressor clutch is engaging and it the low or high side pressure won't move from 95psi it is very likely the ac compressor is bad. I have changed quite a few compressor's on 9-3ss.
If you end up changing the compressor and find that the oil that comes out is full of metal shavings the receiver/dryer should also be changed and the expansion valve may need replaced as well. Good Luck, Bernie
