It is the brake vacuum pump and you probably have a leak in one of the pipes going from pump up to intake manifold or brake booster.
The pump is trying to keep the vacuum up for power brakes.
You can disconnect the pipe at the T-connection by right/front strut tower and put your finger over the hole. If the pump goes quite, you have a leak from the finger and forward toward the engine/brake booster.
