A clogged cabin air filter will reduce the ability for the fan to blow. Other problems would be a weak blower motor, bad blower motor controller, or something clogging the blower box - like leaves or water.

I get the impression that the cabin fan isn't blowing as hard as you'd like. Using the fan speed buttons on the ACC (climate control), you should be able to increase/decrease the cabin fan speed. At full speed it should be blowing pretty hard. You should hear the sound of rushing air, but no mechanical sounds - screeching, weep-weep-weep, or other 'bad bearings' sounds. The cabin fan is pretty independent of the A/C coldness.

Another trick to try is to hit the recirculation button, and see how the fan blows. If you get more air out the vents, then that would be the sign of a clogged filter. It's pretty easy to clog a filter - if dried leaves get caught in the intake, they can crumble and after a rain produce a pretty nasty gunk.

Make sure that when you select things like Vent, Defrost, etc, the air comes out of the proper vents. If the motor that moves the vent selector gets messed up, you may be getting plenty of airflow, just not out of a vent.
