Another question blower motor replacement - Need advice

I am planning to replace the blower motor on my 2000 Saab 9-5. I am all set to go, and had posted previously and got some good advice...thank you.

Now in the midst of the advice I am beginning to question whether the blower motor is the culprit, or whether it is the controller.

Symptoms:

Blower motor does not come on
Events when it does not come on happen more frequently
When it does come on, at low speed it makes a grinding noise
Sometimes (not frequently) when set to high, it only runs at a low speed...then kicks in.

I understand the only way to check is to measure the voltage at the terminals, but the parts are either non-returnable or have a restocking fee.

Based on the symptoms above, any guesses?
