It's an angled piece on the bottom of the seat that that is meant to catch on a loop that's attached to the floor under the seat. It's meant to stop the bottom of the seat from sliding forward in an accident. The piece attached to the seat can get slightly bent from use and abuse and catch on the part that is meant to stop the seat bottom from sliding.
If you reach between the seat bottom and the seat back you can torque the seat bottom slightly and pull up. That will disengage the two pieces. Then use some pliers to slightly bend the angled part so it doesn't catch.
Just had to do this on my wife's wagon.
