The tune was for power. But when torque is increased, less of it is actually needed for acceleration. There was an someone advertising their 9-5 in the for sale section 36 mpg.

I recently pulled two cars with 450 lbs car dolly and was seeing 23.5 mpg. And that was through the hills of MA/PA and TN.
