ac compressor not engaging

Hi all

My 2003 9-5 linear wagon 2.3 will not engage the ac compressor. i have checked the engine compartment fuse and relay both good. i also have 12v at the connector behind passenger side headlight, when the acc is on low. No acc codes. ac pressure equalized at about 57 psi on both high and low side. compressor will not engage if 12v is jumped directly to connection behind headlight. any suggestions would be appreciated it's going to get warm soon.
