I guess technically if the plane of the water pump mounting surface is not shaved perfectly along the center line of pump shaft, it could tilt the water pump making the belt wander but it's along shot but since you said it started with replacement of pump.
My comment about the bump stop is that you say the belt jumped with sloppy clutch handling and galloping car. I think that's what the bump stop is for or when push starting a stick.
