Should I change my starter? longish

So I cleaned my starter contacts as suggested by John Myers. Yesterday there was another incident of initial sluggish response to the turn of the key. Could this be a battery issue as well? I like to fix things proactively and keep the car reliable, but I don't want to throw parts blindly at the problem. Do I have any other choice then to wait for it to fail completely? I hate intermittent issues. Battery is a bit old but when the starter cranks it seems to crank nicely... just once in a while it does not respond immediately or experiences a dip cranking power in mid crank...
