Last summer on my wife's 9-3SC, which requires dropping the fascia to access the headlight buckets, I replaced all of the lamps on both sides of the car even though only one city lamp and one cornering lamp were burned out in addition to the two Xenon low-beam lamps being in the midst of 'end of life color shift'.
I haven't done the same with my 9-5 headlamps but perhaps I should, especially since I have a burned out city light on this car too. But winter weather is so inhospitable to this prolonged work.
