The problem with a test like that even on a known bad master cylinder as we used to see them on the 80s Saab's and Volvo's is that if you block the ports, most of the time you will have a firm pedal.
Many times with a bad master cylinder is that you have a sweet spot where the seals leak through, obviously just around where the pedal ends up during most normal braking maneuvers.
When you block the ports, you will end up testing the seal at a spot where they most likely will perform perfectly.
