By all means rotate tires front to back and compare. I agree that you could have flat spots.
There could be other things going on with one or more tire carcasses. It is strange that it shows up only at low speeds. I would check brake rotors for binding / uneven thickness / pad deposits that might produce an effect at low speeds but be largely overcome as the car went faster. Is there any noise associated with the issue ?
