Your measurements do sound like the fuel pump is an issue...
That said, if you got a CEL, there's a good chance there could be something other than fuel pump (at least in addition to it). You need a code reader for modern cars to keep in the glove box just in case... I got one for $50 from crappy tire (see links and photo below, innova 3020) - I'm sure you could find an equivalent at an equivalent store in the US (harbour freight? Walmart?)... There are better options out there (cheaper also if you have time to order online), but this works fine. Mine just scans for codes and lets you clear them as well. Nothing fancy. You can then punch the code numbers into the search bar here on TSN and you'll likely save yourself a ton of wasted time and money trying to debug the problem... even if it is the fuel pump, you will want to clear the incidental codes that were generated when the fuel pump died... my understanding is that there is no code specifically associated with the fuel pump, and it is common for fuel pumps to fail without triggering any code...
