The easiest way to test for that failure is to crank the blower fan up to max, then cycle the recirulation function on the ACC. The amount of air that comes out of the vents is much greater in recirc mode. If there is no change in the sound of the blower motor, and no change in the air coming out of the vents, then either the arm is broken or it is motor gears have stripped.
All three of the 9-5's that I have owned exhibited this problem. Two of them were broken arms and one of them was the nylon gears. It's kind of like the brake boosters. In the lifetime of the car, both of those items (brake booster and recirc motor) are going to be replaced at least once.
