Could be the switch. Then again, it could be a broken element in the heating pad. You really just need to arm yourself with a multimeter and an electrical harness schematic from the WIS, and be willing to remove/disassemble the seat if need be. Good new bulbs are so inexpensive from third-party suppliers; don't waste your time refitting used bulbs. I've included a link to an earlier post of my experience; there are others if you search.
Regarding seat heat effectivity, I found that an '02 seat (retrofitted into my '99) has much better heating characteristics than my '04. The former has the solid leather seat covering, whereas the latter has the ventilated leather seats. Uncertain whether the inclusion of ventilation required a compromise in the heating pad design. At any rate, I resurrected the driver's side on my '99 and I smile every time I turn it on when I go for an early morning drive after an overnight cold soak. The response time is much slower than my wife's Audi Q5, but more than adequate for my aging extreme commuter posterior.
