IMO, fixing the code 13 could help - it is another variation of the blend door / air distribution flap issues that govern how air flows through the heat or A/C sections of the airbox.
With that said, it can never hurt to do an A/C service, especially at this car's age. The system is quite sensitive to under and over charging of the A/C system, and this can manifest itself in uneven or inadequate cooling. Doing this service can help identify if there are other issues like system leaks, etc.
