the valve shuts off the hot water to the heater when the A/C is in LO or full cold. Otherwise the hot water flows through the hot core and the flapper valves just direct the air to the cold heat exchanger for cold or the hot heater one for hot.
Absolutely no change in heating in winter.
It is a close to useless valve that GM put in the USA models only.
You need the upper line and a straight piece of heater hose for the bottom line. It does not matter which hose goes where because the hot water is flowing through there all the time.
