Preload adjustment is really useful on a motorcycle only for the additional load (like a passenger, or luggage ) it is not a substitute for proper spring rate or a spring that's used up and needs replacement! Adding additional or wrong preload can affect badly the compression and rebound dampening as well if the spring sags beyond a certain value it's used up ! metal fatigue! ALL springs wear out ya' know valve springs wear out too! NO, if I put new springs on a vehicle I adjust preload, and sag to spec or amount of sag usually measured, specified and yes you can and should adjust ride height but that is and should be(if possible) independent, separate from preload! (why many suspensions, shocks, and struts have such adjustments for ride height!) I just got new shocks for my 01' 9-5 and will need to get new springs ! the newest Saab is what 6-7 years old and may need new springs already to be as designed
