A SAAB-tech2 scan tool is needed to ADD new keys. Not all GM dealers have this.
AND a LOT of GM dealers dont even use TECH2 scan tools anymore. Newer GM vehicles are using a PC-based protocol to diagnose and program vehicle electronic control systems.
and,...AND...a lot of dealer generally have some "generic" scan tool (read: industry leader branded scan tool; Snap-On, OTC, etc...) that is their Go-To hand-held scanner for working on cars from day-to-day. As it is quicker and easier the logging on to the TIS systems and pinging home to the "mother-ship" for basic problem solving.

Your best bet is finding an independent European-specialty shop that {at least "claims" to} specialize in SAABs
