I would hazard a guess that most times the temp sensor if it goes is some connection issue. I wonder how many people try just unplugging/replugging with maybe a contact cleaner spray without doing anything else... We all just automatically replace both because it is cheap and easy, but does anyone test their sensor to see if it is working or not? I've got one I pulled out last time I did this. I will try to measure it and see if it is ok or not.
I think my point is the first thing I would try in this situation is the quick, easy, free route of cleaning connections. Then if that doesn't work, sure swap both...
Really the thermostat is a wear item that should be replaced every couple years anyway. A temperature sensor should be a reliable part that lasts the life of the car, as it has no moving parts and is based on extremely simple and reliable electronics - aside from the connector itself.
