tstat is a wear item though because it cycles back and forth and eventually will wear out. It seems in the 9-5 it usually sticks such that coolant still flows, but if it sticks and blocks coolant flow, engine damage is likely. To me, that is not a risk to take and where the part is so cheap anyway, and where one should do a coolant service every few years anyway, it is reasonable to do at the same time if you are aiming to have the car reliable.
The temperature sensor shouldn't be a wear item. No moving parts, highly reliable electronic components inside... but seals and connections can fail (if liquid gets in an electronic part, that is gonna cause problems)... but it shouldn't happen too often unless the parts are poor build quality imho...
