Hello,
It is possible that the problem is the fan speed controller/regulator. They often fail only partially in 9-5's. I would have to look at the wiring on the later 9-5's but in the past the regulator controls the ground to the fan motor. So internal problems or a bad ground can cause the fan to not operate at full speed.
I would have to check the wiring diagram but I always would apply a full ground to the output wire going to the fan and see if it works at full speed then. Good Luck, Bernie
