Wheel hubs and compact spare question

With the front wheel removed, how far should you be able to thread the lug bolts into the hub? It appears as if the threads stop before reaching the opposite side. If I thread the bolt in finger tight and pull the conical washer all the way out, there is about a 1/4" of thread outside the face of the rotor to the near edge of the conical washer. Also, when I attempted to install the compact spare instead of using a jackstand while rotating tires I discovered that I can't thread the bolts in far enough to stop the spare from wobbling around. I did not have this problem on the rear and I was also able to thread the bolts all the way until the conical washer made contact with the rotor face.
The reason I ask is I am getting a severe vibration that comes and goes, as if the wheel is loose, at highway speeds. I am wondering if the bolts are bottoming out before the rims are sufficiently pressed against the brake rotor face even though they appear to be on. There is no obvious play when levering or twisting the alloy wheel unlike the steel spare rim.
I will probably have the balance checked on the tires tomorrow to eliminate as a variable.
