Hello,
Most likely a purge valve stuck open. It makes the car hard to start because rich fuel vapor is being introduced at the base of the throttle body. You can check it by disconnecting the hose from the purge valve and see if you can suck threw it. I guess you could also plug the hose to throttle body and see if the car starts normally.
Another possibility is that the charcoal canister is contaminated with liquid fuel. This can do the same thing but usually not at start up but at slow speed driving. You should make sure the hose is not damaged but that really should set different code. Good Luck, Bernie
