Unfortunately...No. I had the same issue with my 06. Super pissed that the design changed. But in the end, it wasn't that bad of a job to drop the tank.
You absolutely need the "tool" to remove and replace the retaining ring. Also get some fuel line disconnect tools at Adv. Auto. (the little white round set with various sizes. Disconnect the ebrake cables at the caliper and move out of the way. This job took me about 3 hours going at a very liesurely pace. It was a 3 beer job.
