based on this I'd suggest that you take the passenger side apart and have a look. You will need to remove the glove box and peel back the carpet on the passenger side center console a bit. with your head down there looking, run the diags and watch the mechanism.
My guess is that it will be obvious once you get eyes on it. There is a linkage or two and a link arm that is either broken or popped off. I suspect it will be an easy fix.
