Wiper arms stuck on

I tried pulling the wiper arms on my 03 today. I don't think they've ever been removed. I'm in a salty environment. Even with a Lisle 54150 puller, I couldn't get them off. There's very little room to tap anything on the driver's side. The arm moved a little and then stopped. The passenger side has a little more room, but the puller kept slipping out on the lower side of the arm. WD-40 wasn't helping so I've left some penetrating oil overnight.
What techniques might I try? Do I want to tap in line with the spline? Just light taps? I'll probably have to get a stubby ball pein to try to help things along. Some also mention rocking the arm, but I was trying not to do that for risk of cracking the cowl.
