I hesitate to chime in because this may be way off base for your car, but when the ABS controller went south (with the same progression of symptoms as yours) on my 2002 Aero I replaced it with one from another car (my particular controller was not rebuildable). But after I installed the used one the symptoms remained, and it was then that I found out that I had to have the new controller "paired" to my car with a Tech II, much like installing a new SID or radio. Apparently it needs to know the size of the wheels on my car and other details.
Did your actual controller get rebuilt, or did they send you a rebuilt one off the shelf? In either case, it seems that you may need to do this final step to complete the job.
