Hello,
2 other things I have seen.
1. One of the components attached to the circuit is shorted internally and "eating" the voltage. I usually try removing them from the circuit one at a time until my voltage returns. I don't have the wiring diagram with me but the pressure sensor on the fuel tank may be included in this circuit so don't forget it.
2. The large 48 pin connector on the bulkhead has water or corrosion in it. But I don't believe it would effect this circuit but its an easy check.
