Brake Rotor Hubs?

Before the 9-7X brake rotors and just behind the tire there is an elongated hub section before you actually get to the rotor and caliper area. I've searched Saab part sites and can't find what I'm looking for or what they're called. The reason for the inquiry is because the vehicle has only 1700 miles on it and the part in question is very very rusty! I asked the dealer and his explanation was that it was a bad design. Have any other 9-7X owners experienced the same rusty conditions on their vehicles in this area. Thanks all. Hondo.
